Fernando is Deputy Director for the WRI office in Colombia and Director of Urban Mobility for WRI México and Colombia. He has been linked to WRI based in Mexico City since 2012, is part of the Cities Program and has participated in the design and implementation of public policy instruments for mobility, supported sustainable urban mobility projects, and participated in capacity building processes for the public and private sector for Latin America. He held various positions in local and national public administration in Colombia from 1993 to 2011, including: Deputy Director of Public Investment of the Administrative Department of Planning of Bogota between 2001 - 2006; Deputy Manager and General Manager of TransMilenio between 2006 and 2011.

Fernando holds a Master's Degree in Business Administration from the Universidad del Rey Juan Carlos of Spain; a Specialist in Quality and Productivity Management from the Universidad del Valle de Cali, Colombia; and Public Administrator from the Higher School of Public Administration of Bogota, Colombia. He also studied Municipal Government Administration at the Iberoamerican Union of Mucipalists of Spain.
