David B. McGinty is the Global Director for Regional & Country Offices at World Resources Institute (WRI), leading efforts to strengthen and expand WRI’s global network to deliver transformative, equitable, and sustainable solutions for people, nature, and climate.

With over 20 years of experience, David is an expert in designing and scaling economic development programs, public-private partnerships, innovative financing, and organizational development. At WRI, he has scaled and evolved multi-stakeholder initiatives such as the Science-Based Targets Initiative (SBTi), Partnering for Green Growth and Global Goals 2030 (P4G), and the Platform for Accelerating the Circular Economy (PACE). Prior to joining WRI, he was Shareholder and Director of Innovation and Technology at Palladium, where he managed innovative financing and social entrepreneurship portfolios across Africa and Asia. He also led Public-Private Partnerships at a global INGO and worked at Deloitte, advising on cross-border finance, mergers, and acquisitions.

David grew up in Alabama, which shaped his lifelong commitment to equity, economic development, and nature. He holds a LLM from Villanova University, JD from Temple University, and BA from Samford University. He also served as an adjunct professor at Villanova, teaching nonprofit law, and has extensive board service, including 6 years with BoardSource.

David lives in The Hague, Netherlands, with his wife and two children.
