Integrating Elective Pay Tax Credits into Government Procurement and RFPs
This webinar covered how tax-exempt entities can fully integrate elective pay into their existing procurement and bidding processes. Based on their collaboration in the Lighthouse Cohort, representatives from WRI, Lawyers for Good Government, and the Government Finance Officers Association shared what they have learned about the most important considerations for using elective pay, from the basics to complex financing strategies. Additionally, L4GG discussed RFPs and will share information on upcoming draft sample RFP language. Funding Opportunities for Nonprofits, Municipalities, and Communities

The Environmental and Energy Study Institute (EESI) held a briefing that explored the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA) funding dedicated to nonprofit organizations and municipalities. WRI's US Clean Energy Specialist Ian Goldsmith spoke about the IRA’s “direct pay” mechanism, featuring insights and learnings about how cities can use (and in some cases, are using) direct pay in their renewable energy projects. These findings were pulled from our IRA “Roadmap for Cities” as well as our one-on-one work with local government practitioners via the IRA Lighthouse Cohorts.

Maximizing Clean Energy Opportunities in the Inflation Reduction Act: A Roadmap for U.S. Local Governments

Building on our previous webinar in July, this webinar introduced WRI’s new resource for local governments providing a “roadmap” for maximizing IRA incentives for clean energy projects. WRI experts explained clean energy tax credits and walked through the varying roles that local governments can play in accelerating the mass adoption of clean energy technologies. Attendees heard from representatives of the U.S. Department of Energy, Bloomberg Philanthropies, WRI and local governments.

Exploring New Guidance on IRA Tax Incentives for Clean Energy

This panel discussion provided a quick-turn reaction to and exploration of new proposed guidance issued in the summer of 2023 by the U.S. Treasury Department on elective pay and transferability as well as bonus incentives for energy communities, domestic content, and low-income benefits. The panelists, including experts in finance, law and project development, covered the implications of these new incentives for clean energy projects.
Play Your Part: Understanding How Cities Can Take Advantage of IRA Grants, New IRS Provisions and Direct Pay Models to Advance Communitywide Clean Energy Projects

Following the passage of the IRA and building on our team’s work around clean energy opportunities in the BIL, in this webinar, experts from WRI and RMI explained how local governments and other eligible entities can “stack” IRS tax provisions and utilize elective pay to fully take advantage of the new and improved economic landscape enabled by the IRA. This took existing work through the City Renewables Accelerator’s Federal Funding Learning Series and pivoted it toward breaking down new opportunities in the IRA and what local preparation was needed to prepare for new provisions. This “market outlook” and was one of the first and only resources of its kind at the time, given that the IRA was signed into law in August of 2022.
