Advancing ocean-climate action through the Ocean and Climate Change Dialogue
This expert note provides recommendations on the near-term priorities that could be built into the Ocean and Climate Change dialogue to cumulatively raise ambition and commitments at COP30 and beyond.
In 2025, countries face the dual challenge of ramping up ambition under the Paris Agreement while navigating shifting political, economic, and ecological conditions. With the window for limiting warming to 1.5°C rapidly narrowing, new and updated nationally determined contributions (NDCs) must unlock high-impact, underutilized solutions. Ocean-based climate actions offers precisely this opportunity.
Since its establishment at COP25, the Ocean and Climate Change Dialogue has emerged as a central venue for advancing ocean-based climate actions within the international climate regime. The dialogue connects climate and ocean priorities, links diverse UNFCCC workstreams, and enables collaborative approaches beyond negotiations.
This expert note outlines near-term priorities and procedural recommendations to guide the 2025 dialogue and enhance its role in shaping ambition at COP30 and beyond.
