As Communications Manager for WRI’s Equity Center, Rocío leads the planning and implementation of the Center’s communications and engagement activities to enhance its impact and advance solutions for today’s environmental challenges.

Before joining WRI, Rocío served as Communications Manager for the Global Network Initiative where she developed and implemented a communication strategy to increase the organization’s visibility and impact around freedom of expression and privacy rights in the information and communications technology sector, while creating opportunities for multi-stakeholder engagement of ICT companies, investors, academics, and civil society organizations from around the world. She also worked at the International Budget Partnership, where she built the organization’s communications infrastructure from scratch, designed and implemented numerous campaigns and learning activities to engage a growing international network of fiscal policy experts, and managed a grant portfolio and advocacy projects for Central America for five years. In El Salvador, for example, she facilitated high-profile multistakeholder discussions and mentored local organizations on communications and advocacy tactics. Additionally, Rocío has worked with organizations in Africa, Asia, Central Europe, and South America.

She holds a master’s degree from the Kroc Institute for International Peace Studies at the University of Notre Dame, a bachelor’s degree in International Affairs from the Universidad Nacional Autónoma de México, and graduate studies from the European University, La Sorbonne, and the University of California, Berkeley.

Rocío enjoys practicing karate with her kids and exploring new places with her family.
