Countries are striving to meet the interrelated challenges of sustainable development and climate change. There is an urgent need to reduce greenhouse gas emissions and adapt to climate change while achieving a wide range of environmental, social and economic objectives – from reducing poverty and creating jobs to improving air quality, access to clean and affordable energy, and health and well-being. This unprecedented challenge also requires that society undergoes a fundamental, systemic shift away from carbon-intensive and unsustainable models of development. In this context, there is an increasing need to assess the transformational impacts of policies and actions and understand whether they can catalyze a sustained paradigm shift in economic, political, social, and technical systems.
The ICAT Sustainable Development Methodology helps policymakers and other users systematically assess multiple impacts of their policies and actions. An integrated approach can help governments achieve the objectives of both the Paris Agreement and the 2030 Agenda for Sustainable Development.
The ICAT Transformational Change Methodology establishes a definition of transformational change and unpacks this to provide a stepwise approach to assessing the transformational impacts of a policy or action towards targets such as the Nationally Determined Contributions (NDCs) under the Paris Agreement and the Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development.
