Karen Silverwood-Cope is the Climate Director at WRI Brasil and Coordinator of the Public Policy Group at Rede Clima. She has a federal public servant career as a Specialist in Public Policy and Government Management, working on environmental and climate change issues since 2009.

She was Director of the National Plan for Climate Change Adaptation, General Coordinator of the National Plan on Climate Change and the National Climate Change Fund. She was General Coordinator of Ocean and Antarctica at the Ministry of Science, Technology and Innovations and Advisor responsible for the environmental area and Deputy Secretary in the Secretariat of Government Analysis at the Presidential Office.

She holds a Ph.D. in Political Science from the University of Brasília (UnB), with research in the area of public policies and the environment, investigating decision-making processes and government agenda-setting on the National Climate Change Policy. She holds a Master's in Public Policy and Development from the London School of Economics (LSE), with an emphasis on budget formulation and government planning. She also holds a Master's in Political Science from UnB with a focus on planning and budgeting for environmental policies. She earned her Bachelor's degree in Political Science from UnB.
