Ben Holland
Senior Manager, NUMO, WRI Ross Center for Sustainable Cities

Ben Holland is a Senior Manager for the New Urban Mobility Alliance (NUMO) hosted by WRI Ross Center for Sustainable Cities. He leads NUMO’s land use and housing initiative, which advances land use reforms that have the potential to create an abundance of housing in cities and states across the U.S. To further this work, Ben and his team provide analysis that quantifies the environmental, economic and social benefits of land use reforms, in addition to providing technical assistance to policymakers and practitioners to implement these reforms.
Ben has over 15 years of experience advancing transportation and land use strategies across multiple levels of government. Prior to WRI, Ben started and managed Rocky Mountain Institute’s Climate-Aligned Urbanism initiative, which produced first-of-its-kind analysis on the environmental benefits of land use and housing policy reform. He has also supported cities and states on a variety of electrification and transportation infrastructure programs.
Ben holds a BA in English from James Madison University and a MS in Data Analytics from the University of Colorado. He lives in Washington, DC, where he enjoys running through Rock Creek Park and going to concerts at the 9:30 Club.
