WRI experts outline some of most significant and contentious issues that negotiators will contend with in Dubai, including the first-ever “Global Stocktake” under the Paris Agreement, the intense debate around fossil fuels, the role of carbon capture technology and operationalizing the Loss and Damage Fund.
