A Synthesis of Country Submissions to the UNFCCC on Technology

Technology is a key component of the Bali Action Plan, which underpins the current United Nations Framework Convention on Climate Change (UNFCCC) negotiations.
Reaching a common understanding among countries as to what technology and financial support should achieve---and how it will be structured---is likely a prerequisite to getting any funding committed at the scale needed, and will be a critical part of successfully negotiating the next stage of the international climate regime.
By mapping current Party positions against the stages of innovation, we identify key areas of common ground and gaps that negotiators must prioritize as they work toward agreement to support mitigation. We present this synthesis of submissions with the hope that it will stimulate further discussion of concrete proposals in the areas of agreement and negotiation where Parties disagree.
