Saúl is Senior Climate Action Coordinator for WRI Mexico. He is responsible for supporting the analysis of policies and measures for mitigation and adaptation to the impacts of climate change, in addition to developing quantitative and qualitative analyses on the interaction environment-climate-society-economy, and evaluating proposals for improvement.

Previously, Saúl worked as a public official in different areas of the Ministry of Environment and Natural Resources (Semarnat) where he was in charge of the design, implementation and monitoring of various planning instruments in climate matters such as the National Strategy and two special climate change programs. He was in charge of promoting transparency and accountability of climate action, as well as promoting the mainstreaming of climate change in various government sectors. In addition, he is a specialist in synergies between climate and sustainable development policies, as well as carbon pricing policies.

Saúl has a degree in Biology from the Universidad Autónoma Metropolitana and a Master's degree in Energy and Environmental Policy and Management from the Latin American Faculty of Social Sciences.
