James Allman-Gulino is the Chief of Staff for WRI's Climate, Economics, and Finance (CEF) program. In this role, James fosters strategic alignment across CEF's workstreams, deepens coordination with WRI country offices and core functions teams, and leads efforts to ensure CEF is an excellent place to work for all staff.

Before coming to WRI, James worked as a Foreign Service Officer for the U.S. Department of State. His last position was the Climate and Food Security lead for the Department's Bureau of African Affairs. He brings a long history of building global partnerships to address cross-cutting challenges, including through his overseas postings in South Africa, Pakistan, Haiti, Afghanistan, and Uganda. He also served as a foreign policy advisor to U.S. Senator Chris Van Hollen.

Prior to his federal service, James worked in management consulting and was a fellow with Kiva, a global microfinance nonprofit. He is a proud graduate of the University of Virginia and lives in Bethesda, Maryland with his wife and son.
