The GST decision recognized that measures to combat climate change should not constitute a means of arbitrary restriction on international trade. In this sense, the panel aims to engage experts representing government, civil society and think tanks on the following questions: how to promote a supportive and open international economic system aimed at achieving sustainable economic growth and development and enhance climate action? What are the linkages between trade and climate policies? What national domestic trade policies and regulations can enhance climate action while promoting green industry and a just transition? And in the case of developing countries how to finance industrial decarbonization and keep it competitive?
