How Wholesale Market Rules and Policies Affect Local Government and Large Customers’ Clean Energy Goals
Many local governments and large-scale energy customers have set ambitious clean energy goals. Yet, most of these aspirations will not be realized without a rapid deployment of clean energy resources onto the electricity grid. While wholesale electricity markets contain many features that provide an enabling environment for integrating clean energy resources into the grid, their evolving rules and practices can affect the achievement of customer clean energy goals.
