This is a hybrid position which requires 8 days per month in the office. You can be based in our office in WRI Indonesia, Bali. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position. 

Program Overview 

WRI Indonesia’s cities and transport portfolio focus on reducing cities’ GHG emission and leveraging cities and dynamics to do rapid transition towards net-zero through just transition pathways to achieve inclusive, resilient, and prosperous nation. There are three pillars that we have defined to achieve this cities transition: livable neighborhood, climate resilience, and connective mobility. Under connective mobility pillar, WRI Indonesia believes that a people-centered mobility system is a fundamental aspect that should be provided in the city. Therefore, our mission is to help cities and provinces to implement seamlessly integrated, safe, good quality and accessible to all mobility system. In a mission to achieve this goal, WRI Indonesia has been working with more than 10 cities leaders and national government in Indonesia to co-implement the low carbon mobility solution. One of our largest flagships is happening in Bali where WRI Indonesia is working with Bali Government to provide a strong foundational program towards Bali Net Zero Emission 2045 vision. The program is working to decarbonize multiple priority sectors including energy, industry, and transport through the development of proof of concept, building sustainable business model, and empowering communities and local actors. 

 

Bali Transportation Decarbonization Program 

The Bali Net Zero Emission 2045 initiative believes that fostering the agency and leadership of local government and broader segments of the society is key to ensure that the net zero emission agenda remains strong and becomes a way of life and pathway for development, regardless of national and local political transitions. It will require concerted efforts amongst various actors to create breakthroughs with long-lasting climate, social, and economic impacts. Our main targets in this project consist of local government, especially in the field of energy and transportation, electric vehicle (EV) and clean energy business owners, coastal communities, and sustainable tourism communities. While most of them have already had a common understanding towards the urgency of climate transition, they need to be equipped with more information, knowledge, and thought-leadership avenues to build ideas and make actions. 

 

In this phase, WRI Indonesia, together with Bali Transport Agency and key stakeholders in Bali is developing an enabling ecosystem to achieve Bali’s sustainable transport goals with a program called “Peta Jalan Dekarbonisasi Transportasi Bali” and “Bali Low Emission Zone Initiative (BLEZI)”. With a zone-based approach, BLEZI acts as demonstration and intensification areas to promote zero emission mobility by emphasizing two core approaches: Improving Sustainable Urban Mobility and Acceleration Zero Emission Vehicle Adoption. This initiative will be also equipped with a strong vision setting which will be provided on the Bali Transport Decarbonization Roadmap. Having this strategic multi-dimensional program in Bali, WRI Indonesia seeks to work with a project leader to conceptualize, manage, implement and monitor the Bali Transport Decarbonization Roadmap. To support the decarbonization of transportation in Bali, the Bali Climate Finance Platform was launched as a mechanism to facilitate climate financing through technical assistance, advisory support, matchmaking, guarantees, and project pipeline development within an electrification-based ecosystem. 

 

Job Highlight 

The Sustainable Finance Partnerships & Mobilization Consultant will support the Bali Transportation Decarbonization Program by actively facilitating partnerships and engagement between financial institutions, government entities, and private sector actors in Bali to mobilize climate and sustainable finance. The consultant will play a key role in connecting policy priorities and project needs with appropriate financing partners to enable the implementation of low-carbon transport and clean energy solutions. 

 

Working closely with the Bali Transport Decarbonization Project Lead and Sustainable Transport Specialist, the consultant will contribute to the design and operationalization of partnership and financing pathways under the Bali Climate Finance Platform. This includes supporting structured engagement with banks, development finance institutions, philanthropic organizations, and investors, as well as coordinating with provincial and local governments and business actors to translate program initiatives into finance-ready opportunities. 

 

While supporting the engagement activities across Bali and Jakarta, this position will be based in Bali with office-flex working arrangement and travel requirement as needed. What You Will Do 

Partnership Development and Stakeholder Engagement (50%) 

  • Lead and support structured engagement with financial institutions, including commercial banks, development finance institutions, philanthropic organizations, and impact investors, to explore climate finance collaboration opportunities. 

  • Facilitate coordination and partnership development between financial institutions, provincial and local government entities, and private sector actors in Bali. 

  • Develop and maintain active engagement with business actors, including project developers, operators, MSMEs, and technology providers, to identify financing needs and partnership opportunities. 

  • Plan and facilitate meetings, workshops, and matchmaking sessions that bring together financiers, government, and business actors. 

  • Document partnership discussions, expressions of interest, and agreed follow-up actions to support climate finance mobilization. 

 

Sustainable and Climate Finance Mobilization & Pipeline Support (20%) 

  • Support the translation of priority initiatives into finance-ready concepts and project briefs based on engagement outcomes. 

  • Assist in the development and initial screening of public and private sector project pipelines under the Bali Climate Finance Platform. 

  • Provide inputs to basic financing structures, potential instruments, and risk mitigation considerations to support mobilization discussions. 

 

Identification and Analytical Support (20%) 

  • Conduct targeted identification and analysis of climate finance opportunities, gaps, and enabling conditions relevant to partnership engagement. 

  • Support stakeholder mapping and ecosystem analysis to inform engagement strategies. 

  • Provide analytical inputs on project readiness, preliminary financial viability, and institutional arrangements as needed to support partnership discussions. 

 

Knowledge & Program Support (10%) 

  • Support the preparation of presentations, briefing notes, concept notes, TORs, and engagement materials related to sustainable finance partnerships. 

  • Contribute inputs to reports, policy briefs, and knowledge products related to climate finance and transport decarbonization. 

  • Document lessons learned and good practices from partnership development and engagement processes. 

 

What You Will Need 

  • Master’s degree in Management, Business Administration, Economic Development, Sustainable Economic, Industrial Economics, Monetary Economic and Banking.with a specialized experience in similar organization/s, may be considered in lieu of a internship/ working experience. 

  • Minimum 3 (three) years of professional experience in developing financial and business model for sustainable economy 

  • Studies, interest or experience working on sustainable economy, public infrastructure project, transportation, e-mobility, environment, and power sector issues is preferred. 

  • Ability to support discrete elements of research projects with manager support, e.g. systematically reviewing and synthesizing existing literature; collecting, cleaning, organizing, analyzing and visualizing data. 

  • Experience in scientific writing. Having proven history in publishing international peer-reviewed journal is a plus. 

  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required. 

  • Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work-ethic. 

  • Excellent oral and written communication skill in both Bahasa Indonesia and English. 

  • Ability and willingness to work from Bali, Indonesia. 

  • Ability and willingness to travel to other provinces/cities in Indonesia if assigned.

  • Legally able work in Indonesia. 

 

Deliverables 

Monthly consolidated report on delivery, achievement and lessons learned. Other deliverables include but not limited to: 

  • Monthly progress report summarizing partnership development activities, stakeholder engagement, financing discussions, and key milestones achieved.

  • Climate finance analytics report or presentations that analyzes financing needs, gaps, and opportunities for low-carbon transport and clean energy initiatives in Bali, including stakeholder mapping and recommended partnership pathways. 

  • At least two finance-ready concept notes or project briefs developed based on analytical findings and stakeholder engagement, to support climate finance mobilization. 

  • Facilitation of at least one climate finance partnership, evidenced by a formal or semi-formal outcome such as a signed MoU, Letter of Intent, term sheet, or documented financing agreement between a financial institution and a government or private sector partner in Bali. 

 

Duration 

1 February 2026 – 31 December 2026 

 

Terms of Payment 

Daily rate-based consultant with a maximum of 18 (eighteen) working days per month on average.
