Electric Mobility Industry Analyst - Cities Program

This is a hybrid position which requires 8 days per month in the office. You will be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position. 

Program Overview

WRI Indonesia’s e-mobility portfolio focuses on reducing cities’ GHG emission through sustainable transportation, vehicle electrification and, in-paralel with the energy and climate programs, greening the electricity grid to reach optimum emission reduction. Our mission is to help cities and provinces to implement low carbon development, particularly in transportation and energy sectors, to achieve economic, social, and environmental goals.

Supply Side Regulation

To achieve this mission, WRI Indonesia collaborates with the government, industry players, and other private sector stakeholders to develop strategies for implementing robust demand- and supply-side measures for zero-emission mobility adoption. In this particular project, WRI Indonesia will work with the government and key partners to assess and implement the Supply Side Regulation (SSR) strategy for the transition to zero-emission mobility in Indonesia.

The SSR strategy will cover interventions including, but not limited to, ZEV (Zero-Emission Vehicle) sales mandates, fuel efficiency standards, CO₂ emission standards, and credit trading mechanisms. This will be accomplished through unbiased technical research, comprehensive data collection, stakeholder and expert consultations, and cross-country knowledge exchanges. Through the implementation of this project, WRI Indonesia aims to support the Indonesian government in achieving its e-mobility targets while contributing to the realization of transport decarbonization goals.

Zero Emission Heavy Duty Vehicle (HDV) Acceleration

The Government of Indonesia (GoI) through the National Energy Master Plan has set ambitious targets for zero-emission vehicles (ZEV) adoption, including the goal of electrifying more than 10,000 electric buses by 2030 in Jakarta. However, several sub-national governments are struggling to implement this huge target due to government’s fiscal capacity constraint and the high initial costs to procure cleaner technology for heavy duty vehicle operations (bus and truck). Aiming to solve these fundamental barriers, WRI Indonesia is proposing a new procurement mechanism which emphasizes the benefits of having aggregated demand from the city and introducing a national, mass procurement framework which aims to lower the “gross cost contract” prices (fee/km) services. The goal of this project is, to make electric HDVs’ cost lower than diesel and CNG buses through a more cost-effective procurement strategy. Having this strategic program that will be co-implemented with key national ministries, WRI Indonesia seeks to work with a E-Mobility Analyst to lead the technical analysis, research and monitor the concept development of mass procurement for zero emission HDV in Indonesia.

Indonesia’s Battery Supply Chain Roadmap

As Indonesia advances its ambition to increase the adoption of electric vehicles to achieve net-zero emissions, it is increasingly critical to ensure that the upstream and midstream components of the EV ecosystem, particularly the battery supply chain, are developed strategically to increase the country’s sovereignty in the energy transition. WRI Indonesia believes that this must be initiated through a roadmap that can guide policymakers, industry players, and communities on the pathways for building a resilient, competitive, and sustainable battery ecosystem. Understanding the demand, which is strongly driven by the adoption of EVs in the country, while also establishing the regulatory framework and consolidated actions for second-life and after-use implementation, is very important for Indonesia’s battery ecosystem building. Through this initiative, WRI Indonesia hopes that Indonesia is able to build its own pathways for developing an EV battery ecosystem that suits market and industry needs.

Job Highlight

The E-Mobility Industry Analyst will support the research and knowledge product development on the automotive and electric vehicle industry, with a focus on both global and local perspectives. The role involves conducting technical research and analysis to assess industry trends, opportunities, and challenges related to supply-side regulations, battery supply chain roadmap, and the acceleration of zero-emission heavy-duty vehicles (HDVs). The analyst will collaborate closely with specialists and fellow researchers to generate evidence-based insights that inform policy recommendations and program implementation.

Reporting directly to Electric Mobility Program Lead, this position will be based in Jakarta with office-flex working arrangement and travel requirement as needed. What You Will Do

Technical Research and Analysis (70%)

• Conduct in-depth analysis of key trends, challenges, and opportunities in the global and national automotive and battery ecosystem sectors, with a focus on strategies to transition toward a zero-emission industry.

• Develop policy recommendations for the implementation of SSR for ZEV adoption in Indonesia, Indonesia’s battery supply chain roadmap, and zero emission HDV acceleration.

• Develop strategy for net zero transition for automotive industry in Indonesia.

• Contribute to project deliverables, including reports, presentations, press releases, and other knowledge products.

• Familiarize on WRI’s research standard and guidance and support the development of WRI Indonesia knowledge product on sustainable automotive and mobility industry. 

Project Management (20%)

• Collaborate and coordinate with staff across WRI Indonesia, WRI Global and International Offices, in particular from cities and urban mobility program.

• Support in organizing internal and external meetings, workshops, conferences and other implementation activities.

• Support teams in developing funding proposals, communication, and knowledge products with manager guidance.

• Involved in formulating reports to funders and donors.

Outreach and Stakeholder Engagement (10%)

• Closely coordinate with automotive and battery industry’s key stakeholders, the Coordinating Ministry for Economic Affairs, National Economic Council, Ministry of Energy, Ministry of Industry, automakers and battery companies, in developing analyses and recommendation to support automotive and battery supply chain development.

• Participate in WRI’s Indonesia and/or WRI’s Global urban mobility strategic and coordination meetings.

• Liaise with WRI Indonesia communication team for any communication-related products and events.

What You Will Need

• Bachelor’s degree in engineering, economics, politics, management, international relations or any other related field in automotive industry. Having a master’s degree in automotive and transport related is a plus.

• Minimum 3 (three) years of professional experience in automotive industry, has a knowledge and experience EV and any new energy mobility is a plus.

• Ability to support discrete elements of research projects with limited manager guidance, e.g. systematically reviewing, analyzing and synthesizing existing literature; collecting, cleaning, organizing, and visualizing data.

• Ability to communicate documenting the data collection, cleaning and analysis process to make it transparent, reproducible, and accessible to team members and reviewers.

• Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.

• Business proficiency in Bahasa Indonesia and English on both verbal and written communications

• Ability to work effectively in a fast-paced office environment and cross sectoral themes.

• Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work-ethic.

• Ability and willingness to travel as needed

• Legally able to work in Indonesia

Duration

1 September 2026 – 31 December 2026 with possibility of extension subject to individual performance evaluation, project needs, and budget availability

Deliverables

1. Technical research and analysis for the supply side regulation roadmap, zero-emission HDV research, and battery supply chain roadmap are delivered in a timely and satisfactory manner.

2. Knowledge products (i.e., working paper, publication, reports, policy brief, technical guideline) or short analytical pieces (i.e., position paper, blogpost, op-ed) are produced by WRI research standards and delivered to targeted key stakeholders.

3. Regular involvement in team discussions for project planning, implementation, monitoring, and evaluation.

4. Monthly comprehensive progress report including regular engagement report with key stakeholders (government, OEM, private sector and associations)

Terms of Payment

Daily rate-based consultant with a maximum of 72 (seventy-two) working days for the whole contract period or 18 (eighteen) working days per month on average.
