Consultant as Air Quality Analyst, Cities Program
This is a hybrid position which requires 8 days per month in the office. You will be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.
Program Overview
WRI Indonesia is an independent research organization that works with governments, businesses, multilateral institutions and civil society groups to develop practical solutions that improve people’s lives and ensure nature can thrive in Indonesia. We organize our work around five crucial issues: Forest and Land Use, Climate, Energy, Cities and Transportation, and the Ocean. WRI Indonesia’s transport portfolio focus on reducing cities’ GHG emission through shifting to low carbon mobility, vehicle electrification and, in-parallel with the energy and climate programs, greening the electricity grid to reach optimum emission reduction. Our mission is to help cities and provinces to implement low carbon development and equitable transport system, particularly in transportation and energy sectors, to achieve economic, social, and environmental goals.
Air Quality Program
WRI’s air quality program is a global initiative that seeks to identify, build awareness of, and eliminate the root causes of air pollution that damages climate, human, and ecosystem health. The program has three main areas of work: (i) engagement with city stakeholders to use participatory science to diagnose and develop targeted, cost-effective clean air solutions to protect human health and climate, (ii) working with the science community to convert innovative methods into tools and products that communities and policymakers can use to better manage their impact on the atmosphere, and (iii) working with national governments and business networks to design and implement broader regional-to-global air quality governance. It is a part of the WRI Ross Center on Sustainable Cities, with additional oversight from the Data Lab and engagement with Climate, Governance, Energy, and other programs at WRI. The team is global, with senior experts distributed across WRI’s network of international offices.
Indonesia Freight Decarbonization Accelerator (IFDA)
IFDA is an newly developed platform by WRI Indonesia with the aim to accelerate the transition toward a zero-emission freight transport system that supports Indonesia’s net-zero emission target. IFDA will serve as a platform for collaboration among policymakers, industry players, suppliers, financial institutions, and civil society organizations (CSOs) to help build a strong ecosystem for Zero Emission Transport (ZET)s and other clean technologies. Through this program, WRI Indonesia will focus on increasing demand for ZETs among major corporations and establishing sub-national champions for ZET action plans, while simultaneously working with the national government to strengthen the regulatory framework for ZET implementation.
Job Highlight
The Air Quality Analyst will support urban mobility team by conducting research and analysis on e-mobility issues at national and sub-national level. This role will focus on producing high quality research products, evidence-based policy recommendations, and support the integration of social and economic dimensions into transport transitions through the IFDA program. Additionally, this position will support the project management and engagement activities.
This position will be based in Jakarta with office-flex working arrangement and travel requirement as needed. Reporting directly to the Air Quality Project Manager, this position will be working closely and collaboratively with the urban mobility team. What You Will Do
Research (50%)
Develop robust and unbiased evidence-based air quality research products that help quantify air quality co benefits resulting from vehicle decarbonization to inform relevant policymakers and other key stakeholders.
In coordination with Air Quality Lead and other expert oversee the collection, management and large-scale analysis of air quality and transport data from monitoring stations and partners, ensuring data integrity and providing feedback on data analysis to maintain high-quality research standards.
Assist the development of IFDA program in the transport sector.
Develop the capacity of WRI institutional knowledge on sustainable and inclusive transport, with specific focus on Heavy Duty Vehicle and Freight Transport.
Familiarize on WRI’s research standard and guidance and support the development of WRI Indonesia knowledge product on sustainable transport and e-mobility.
Stakeholder Engagement (30%)
Develop relationship to expand the engagement with policymakers and key stakeholder in national and sub-national level.
Develop and deliver presentations to internal team with manager’s guidance
Communicate research approach and findings effectively to internal audiences with manager guidance
Coordinate activities with Government, donors, and partner organizations.
Project Management (20%)
Support in organizing internal and external meetings, workshops, conferences and other implementation activities.
Support teams in developing communication and knowledge products with manager guidance.
Contribute to formulating report to funders and donors.
What You Will Need
Bachelor’s Degree in transportation, civil engineering, urban planning, economics, geography or any other related field. Master Degree is preferred.
Minimum 3 years of full-time work experience in transportation field, has strong interest, knowledge, and experience in sustainable transport, e-mobility, or power sector topic is preferred.
Ability to support discrete elements of research projects with manager guidance, e.g. systematically reviewing and synthesizing existing literature; collecting, cleaning, organizing, analyzing and visualizing data.
Ability to communicate research approach and findings effectively to internal audiences with manager guidance, using compelling presentation skills.
Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
Attention to detail and the ability to track, share and visualize relevant information to assist decision making is required.
Experience in statistical analysis, transport modelling, and scientific writing
Excellent oral and written communication skills in both Bahasa Indonesia and English
Ability and willingness to travel as assigned
Legally able to work in Indonesia
Performance Standards
Work plan and knowledge products are expected to be carried out in timely, satisfactory fashion with minor supervision
Knowledge products produced show rigorous analytical content.

Deliverables
Relevant data, references, and analysis result related to Air Quality are provided in a timely and satisfactory manner, in accordance with WRI’s research standards
Co-produce high quality knowledge products (i.e. policy brief, technical guideline, article, op-ed, training module/presentation, working paper, report) according to WRI standard, published, and properly disseminated to targeted audience in a timely manner.
Workshops/trainings conducted to targeted audience-based project workplan.
Reports (or any other written deliverables/outcomes) are submitted in a timely manner
Monthly consolidated reports on work progress and achievements
Duration
This position is required to join as soon as possible with initial contract period up to 31 July 2026.
Terms of Payment
Daily rate-based consultant with a maximum of 18 (eighteen) working days per month.
