Executive Summary
This special issue of the journal Africa Development brings together articles on Uganda, Zimbabwe, Cameroon, Democratic Republic of Congo, Mali and Ethiopia by scholars across Africa who have worked with WRI on the decentralization and Environment Initiative. Each article provides detailed case material on the relation between the institutional arrangements of decentralization reforms and their social and environmental outcomes. Please note that the editors at CODESRIA changed the title of the special issue and of the introductory article from Decentralization in Africa" to "Decentralizatoin and Livelihoods in Africa." While the guest editors, Ribot and Oyono feel that this volume is relevant to understanding rural livelihoods, this issue does not explicitly address livelihoods. Oyono and Ribot would like to thank the EGAT bureau of USAID for supporting this initiative.
