Gabriela de la Torre
Project Manager, TUMI E-Bus Mission, WRI México
Gabriela is Project Manager of the TUMI E-Bus Mission project at WRI México. She is a specialist in public policy, gender equality and sustainable urban development. She has over 13 years of experience in public administration, project management and policy design, including six years as an urban mobility and gender policy expert from the public, private, cultural sectors, and activism.
As Chief of Staff in the Jalisco's Local Congress, she worked on the legal reforms on public transportation, cyclists' rights and Transportation Network Companies (TNCs). As Research and Gender Policy Manager at the Metropolitan Institute of Planning and Development Management of the Metropolitan Area of Guadalajara (IMEPLAN), she provided technical assistance for municipalities and the subnational government in Jalisco to include gender mainstreaming in urban policies. Her experience includes providing evidence-based strategic and policy advice on research projects for local governments, UN agencies (UNESCO, UN Women), and international NGOs and global networks (Transport Gender Lab-IDB; C40 Cities Finance Facility; the Future Cities Prosperity Fund Programme from the British Embassy in Mexico).
Gabriela holds a Master's Degree in Governance, Development and Public Policy from the Institute of Development Studies (IDS) at the University of Sussex; and Bachelor's Degree in International Relations from ITESO (Instituto Tecnológico y de Estudios Superiores de Occidente). She was a fellow of the first program on “Leadership, Urban Mobility and Gender: Women leading the change in Latin America” by the TUMI and Women in Motion network, developing a research proposal to provide evidence for a better understanding of sexual harassment done by men towards women in public transportation. Her research interests are gender equality, safe cities for women and girls, inclusive urban development, governance and climate equity.
