Gender Equality, Disability, and Social Inclusion (GEDSI) Analyst - Climate Program

This is a hybrid position which requires 8 days per month in the office. You will be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position. 

Program Overview

WRI Indonesia is committed to mainstreaming Gender Equality, Disability, and Social Inclusion (GEDSI) across its thematic portfolios and works with government, business, civil society, communities, and development partners to advance practical and equitable solutions for sustainable development.

As WRI Indonesia expands its GEDSI integration efforts across programs, there is a need for dedicated analytical and coordination support to ensure GEDSI principles are consistently embedded in research, policy engagement, project implementation, stakeholder processes, and internal institutional practice.

UK PACT PRICE (Carbon Pricing)

The issuance of Presidential Regulation (PR) No. 110/2025 on Carbon Pricing (Nilai Ekonomi Karbon/NEK), replacing PR No. 98/2021, marks a significant reform in Indonesia’s carbon pricing governance, including the establishment of a National Steering Committee to oversee implementation and coordination. However, despite this progress, the regulatory transition continues to face challenges, particularly capacity gaps among sectoral ministries in developing derivative implementing regulations and translating the national framework into effective sectoral carbon pricing instruments. In response to this, the project of PRICE (Policy Regulatory Framework for Indonesia Carbon Pricing Ecosystem) refocuses its interventions on strengthening stakeholder understanding and institutional capacity to interpret and operationalize PR 110/2025 through policy gap analysis, stakeholder engagement, and targeted capacity building.

Building on the UKPACT Carbon Pricing Phase 1 project, the intervention will focus on four areas: (i) policy and regulatory analysis to align national carbon pricing regulations with international best practices and compliance frameworks; (ii) modelling-based impact analysis to assess carbon pricing effectiveness and identify complementary measures, integrating a Gender Equality, Disability, and Social Inclusion (GEDSI) lens; (iii) co-development of sectoral carbon pricing implementation roadmaps with strong cross-sectoral coordination; and (iv) capacity building for relevant ministries and agencies. By project completion, line ministries will be better equipped to design and implement effective, transparent, and accountable carbon pricing policies that support Indonesia’s climate and economic goals.

Job Highlight

The GEDSI Analyst will provides technical and analytical support for the GEDSI team to advance integration of GEDSI across WRI Indonesia’s project, with a particular focus on urban, transport, and climate policy transitions toward a sustainable and low-carbon economy. The role primarily support the Carbon Pricing project within the Climate portfolio, helping to ensure that project design, implementation, knowledge products, and stakeholder engagement processes reflect inclusive, equitable, and evidence-based approaches In addition, this position will also contributes to effective project delivery by supporting project coordination, stakeholders engagement, and knowledge development. Through collaboration with government agencies, community organizations, private sector partners, and development partners to ensure diverse perspective are incorporated throughout project implementation in order to produce policy recommendation that advance equitable and inclusive transition outcomes,

This position will be based in Jakarta with office-flex working arrangement and reports directly to GEDSI Senior Specialist while working closely and collaboratively with the rest of the relevant program team.

What You Will Do

Research (50%)

  • Conduct systematic review on direct and indirect policies and regulations that unpack gender and equity aspects of proposed clean air solutions, energy and transportation transition at national and subnational level.

  • Design assessment tools/methods to evaluate the distribution of benefits, burdens, and opportunities among various social groups that will be affected by clean air solutions, energy and transportation transitions at subnational level.

  • Conduct consultative study through GEDSI-sensitive and inclusive focus group discussion with key stakeholders to deep dive GEDSI aspects of just transition at subnational level particularly on energy and transportation

  • Design and apply qualitative and quantitative assessment tools to analyze the distribution of benefits, burdens, and opportunities of climate, energy, and transport transitions across different social groups.

  • Co-develop policy recommendations that (1) identify potential risks and opportunities and propose mitigation measures to minimize adverse effects and maximize positive outcomes (2) promote social equity and address potential inequalities arising from the transition.

  • Develop the design and implementation of strategies to mitigate negative impacts and enhance positive outcomes for marginalized communities.

Project Management (20%)

  • Develop a workplan and support the implementation of GEDSI-related activities by coordinating technical inputs, timelines, and deliverables with relevant project teams.

  • Collaborate with the GEDSI Senior Specialist and project teams in support planning, implementation, and reporting of project activities.

  • Support documentation, reporting, and knowledge management related to GEDSI activities and project outputs.

  • Organize and facilitate inclusive workshops, stakeholder meetings, and capacity-building activities across projects.

  • Facilitate coordination and communication between stakeholders involved in projects implemented by WRI and local partners.

Stakeholder Engagement (20%)

  • Collaborate with a range of stakeholders, including community groups, non-profit organizations, government agencies, and industry representatives. Facilitate meetings, workshops, and consultations to gather input and ensure diverse perspectives are considered in decision-making processes.

  • Work together with WRI Indonesia’s Communication teams and partners in delivering public outreach, education, and engagement activities.

Institutional (10%)

  • Ensure GEDSI is systematically integrated into project design, implementation, and knowledge products

  • Contribute to internal learning by supporting capacity-building and GEDSI mainstreaming efforts across programs and teams.

What You Will Need 

Required Qualifications

  • Master’s degree in social sciences, gender studies, public policy, environmental studies, anthropology, sociology, or other related fields. A combination of education and relevant work experience will also be considered.

  • Minimum of 4 (four) years of relevant professional experience in GEDSI, social inclusion, social research, environmental justice, just transition, community development, or related areas.

  • Demonstrated ability to design and implement social research, including defining research questions, conducting literature reviews, collecting and analyzing qualitative and/or quantitative data.

  • Experience with participatory approaches such as observation, participatory mapping, and community-led inquiry.

  • Strong understanding of gender equality, disability inclusion, and social inclusion issues in the context of environmental governance, climate, development, or community-based programs.

  • Knowledge of energy transition, sustainable development, climate change, or other relevant topics.

  • Ability to review policies, programs, and research outputs through a GEDSI lens and translate findings into practical recommendations.

  • Familiarity with quantitative and qualitative research methods and data analysis techniques.

  • Excellent communication skills, both written and verbal, with the ability to convey complex ideas and analysis to diverse audiences. Ability to work independently, manage multiple tasks, and coordinate effectively across teams.

  • Strong organizational skills and attention to detail.

  • Strong writing and analytical skills in Bahasa Indonesia and English.

Preferred Qualifications

  • Experience working on climate policy, carbon pricing, just transition, transport, energy, or sustainable development issues.

  • Familiarity with GEDSI mainstreaming in research institutions, NGOs, donor-funded projects, or public policy settings.

  • Experience supporting donor reporting, work planning, or project monitoring processes.

  • Familiarity with participatory methods, inclusive facilitation, and ethical research practices.

Duration

The assignment is expected to commence at the earliest opportunity for an initial contract period up to 31 December 2026 with possibility of extension subject to performance evaluation, programmatic needs, and budget availability.

Deliverables

The GEDSI Analyst is expected to produce the following deliverables throughout the contract period:

1. GEDSI analytical framework/checklist for assigned projects, including key entry points, risks, opportunities, and review questions.

2. Technical written inputs to assigned projects, such as literature summaries, policy/regulatory review notes, analytical memos, consultation briefs, and inputs to knowledge products.

3. GEDSI technical support to Carbon Pricing and Climate-related work, including written comments and recommendations on selected outputs and activities.

4. Documentation of meetings, consultations, workshops, and coordination processes, including summary notes, action points, and follow-up tracking where relevant.

5. Documented inputs to GEDSI mainstreaming across projects and institutional processes, including review of project documents, proposals, reports, and internal materials.

6. Monthly progress report and timesheet summarizing activities completed, key outputs, issues encountered and planned next steps.

7. Final report summarizing work completed, major contributions, lessons learned, and recommendations for follow-up.

Term of Payment

Daily rate-based consultant with a maximum of 18 (eighteen) working days per month.
