Synopsis

This case study describes Vietnam’s Power Development Plan (PDP)—the instrument it uses to make long-term plans and investment projects for the power sector for a period of 10 years. The PDPVII was the National Power Development Plan for 2011–20, with a vision to 2030. The revised plan (the RPDPVII) covers 2015–20, with a vision to 2030. Both plans survey the current conditions of the national electricity system; review the performance of the previous PDP, to identify whether the targets of power generation capacity and the transmission system were achieved and the factors that could affect PDP implementation and real demand growth; and forecast growth in electricity demand.
