Haitao serves as the Director of EMBARQ China, responsible for research and management, project rendering, fundraising, and development. He initiated the official partnership between WRI/EMBARQ China and Beijing Municipal Commission of Transport and Jinan Municipal Government. In the WRI China Office, Haitao also leads the Transport Program of the Sustainable and Livable Cities Initiative, piloting sustainable transport solutions in Qingdao and Chengdu.

Haitao has extensive experiences in transport policies, transport planning and management, and intelligent transport system (ITS). Prior to joining WRI, he accumulated rich experiences working at both the public and private sector, including the Research Institute of Highway of the Ministry of Transport, HNTB Corporation (Miami Office), and China Academy of Transportation Sciences of Ministry of Transport. There, he led a wide array of projects focusing on urban transport planning, travel demand management (TDM) policy, intelligent transport systems (ITS) for urban roads and highways, the application of geographical information systems (GIS) in transportation engineering, transport operations and management, and road safety and countermeasures.

Haitao received his master’s degree in transportation planning and management from Florida International University. He holds a master degree and a bachelor degree in Traffic Engineering from Beijing University of Technology. Haitao also obtained a Professional Engineering (P.E.) license.

Haitao lives in the Beijing, a place where he grew up, along with his family and daughter. He commutes to work via walking or taking public transit.
