Electricity pirating in a favela, Rio de Janeiro, Brazil. Photo by Jonathan Talbot, World Resources Institute, 2007.EGI has recently begun a new effort to improve governance of the electricity sector in Brazil. The initiative will be led by the Institute for Consumer Defense (IDEC), the leading consumer advocacy organization in Brazil.IDEC was established in 1987 by professionals and leaders of social movements to promote consumer rights and awareness and has broad outreach capacity. IDEC will lead a coalition of civil society groups implementing EGI in Brazil that includes the Centre for Energy Policy and Planning (COPPE) at the Federal University of Rio De Janeiro, the International Energy Initiative Latin America, the Brazilian Network of Civil Society Organizations for Renewable Energy (RENOVE), WWF Brazil and Vitae Civilis. (RENOVE). We plan to use the EGI indicator toolkit to identify weaknesses in policy and regulatory processes and hope to build government and regulatory capacity to create the right conditions for the promotion of renewable energy, efficiency, and social equity, in line with sustainable development and public interests.
