Contributions to climate change: Are conventional measures misleading the debate?

How “stock contributions” can be used to reflect how much developed and developing countries have actually contributed to the buildup of atmospheric stock of carbon dioxide (CO2) that has occurred since pre-industrial times.

Measure for measure: Annual emissions and stock contributions

Current policy debates frequently refer to annual emissions from industrial sources to assess how much developed and developing countries are contributing to climate change.

An alternative measure – “stock contributions” – reflects how much developed and developing countries have actually contributed to the buildup of atmospheric stock of carbon dioxide (CO2) that has occurred since pre-industrial times.

This measure takes into account not only the releases from fossil fuel burning but also from deforestation and land-use change.
