Conclusions and Recommendations

The objectives of this report are to answer three critical questions related to measuring, monitoring, and managing carbon stocks and fluxes in Russia. From the analysis and application of the available data to several policy-relevant questions we conclude that Russia has substantial data available for estimating forest carbon-related variables, although improvements can and should be made over time. Each of the three questions is answered below.
