About Clifford

Clifford Polycarp is a Senior Associate in the Institutions and Governance Program of the World Resources Institute (WRI). He works with the International Financial Flows and Environment team at WRI leading its work on international climate finance. Clifford is responsible for research and analysis on the effectiveness of institutions, processes and mechanisms supporting current and future international financial flows for climate and development. In support of this work, he also focuses on the intergovernmental negotiating processes, including the United Nations Framework Convention on Climate Change (UNFCCC) and other policymaking processes, that seek to either establish new institutions, processes and mechanisms, or reorganize existing ones.

Clifford joined WRI with over a decade of experience working on international public policy issues, including climate change, sustainable development and international trade. He has undertaken research and analytical work on international climate finance and carbon offsets for the Stockholm Environment Institute US Center, led the UK Foreign and Commonwealth Office’s India program on climate change and energy, and also led the research, analysis and reporting on climate change, international trade and other global environmental negotiations for the Centre for Science and Environment in New Delhi. Clifford has also worked with the private sector in India supporting the marketing and business development activities of companies including EcoSecurities, CNBC and ICICI Bank. Clifford has a bachelor’s degree in economics and business from St. Xavier’s College at Mumbai University, and a master’s degree in international affairs from The Fletcher School at Tufts University in Boston.
