Project Manager, Southeast Asia Forest Team

The People & Ecosystems Program at the World Resources Institute (WRI) seeks a results-oriented, day-to-day manager for Project POTICO. POTICO consists of a transformational portfolio investment-in sustainable palm oil, FSC-certified timber, and carbon offsets-that is designed to divert planned oil palm plantations onto degraded lands and bring the forests that were slated for conversion into certified sustainable forestry (or conservation). The strategy would relieve pressure on virgin forests and thereby tackle illegal logging, reduce greenhouse gas emissions, conserve the country’s biodiversity, and enhance sustainable livelihoods of local people.

The successful candidate will be part of WRI’s Southeast Asia Forest Team, which is committed to developing a decision-making environment wherein reliable, accurate, and current information on forest and timber resources is continuously and publicly available to support sustainable forest management.

Intern, Southern Forests for the Future

The World Resources Institute (WRI) seeks a results-oriented, college graduate with excellent analytical, writing, and communication skills for a full-time, paid internship position to support a new WRI project that seeks to:

• Increase public awareness about the threats facing southern U.S. forests and the ecosystem services these forests provide (year 1);

• Identify and develop a portfolio of options that align economic incentives with stewardship of southern forests (year 2); and

• Pilot test these options and prepare to roll out those demonstrating most promise (year 3).

During the first year, WRI will conduct research and convert NASA satellite data into time-series maps that reveal southern forest cover loss over recent years and decades. We will create maps for the entire region, by state, and by major city. We will broadly communicate the maps to the public by creating a web portal that links and overlays the maps on Google Earth. In addition, WRI will assess the benefits of southern U.S. forests by outlining the variety of ecosystem services they provide and their estimated economic value. We will assess the key causes of southern forest loss and the implications for human and environmental well-being. We will publish the results of this research in a report that includes the satellite-based forest maps.

The World Resources Institute (WRI) seeks a results-oriented college graduate with excellent analytical, writing, and communication skills for a full-time or part-time internship position. The intern will provide research support for WRI’s Ecosystem Service Review Team in their efforts to mainstream ecosystem service-based strategies in the private sector (www.wri.org/ecosystems/esr).

A key conclusion of the Millennium Ecosystem Assessment (MA) was that the earth’s wetlands, forests, coral reef and other ecosystems have been degraded. And, left unchecked, they will become worse over the next 50 years. Because businesses both depend on and impact “ecosystem services” these areas provide-forests provide timber, freshwater, natural hazard regulation and a host of other services-this degradation has direct relevance to corporate performance. However, most companies fail to make the connection between healthy ecosystems and their bottom lines.

The ESR is a systematic methodology that helps managers develop strategies to manage their risks and opportunities arising their company’s dependencies and impacts on ecosystems. Since its launch is March, 2008, the Review has been used by over 30 Fortune 500-caliber companies. Over the next 18 months, the ESR Intern will assist the ESR Team:

Promote the methodology globally

Conduct Reviews in Central and South America

Conduct Reviews in the utility industry

Conduct Reviews in the agriculture sector

Develop guidelines for integrating the ESR with environmental management systems

Train environmental consultants on the methodology

Develop new improved methodologies, systems, and guidelines

Write papers on the utility and application of the ESR

Equity, Poverty and Environment Associate—Central Africa

The World Resources Institute (http://www.wri.org/) is seeking an Associate to guide and implement the Equity, Poverty and Environment (EPE) initiative in Central Africa. Through policy analysis, outreach and capacity-building, EPE aims to reduce poverty and promote sound environmental management by ensuring equitable access to and fair distributions of environment goods and services. EPE is housed in WRI’s Institutions and Governance Program, which works with partners in civil society and government to improve the policies, procedures and performance of institutions with authority over matters that affect local livelihoods and the environment.

Many of the world’s poor are dependent on nature for their livelihoods. Poverty is often a direct result of peoples’ limited access to land and natural resources, few opportunities to generate wealth from local environments, the small share of profits they capture from natural commodities, and limited re-investments of environmental rents by the state. Access and benefit sharing are determined largely by public policies and government practices. EPE works with local policy analysts and public interest organizations to conduct research on, disseminate recommendations for and promote pro-poor distribution policies for environmental goods and service.

EPE’s work in Central Africa supports local development and sound environmental management by promoting policies and practices that increase benefit retention among rural populations from forest-based industries-from local enterprises and large-scale operations. In Cameroon, for example, the 1994 Forestry Code introduced a system that distributes half of the Annual Forestry Fee revenue from logging concessions to decentralized public authorities and villages. The revenues are split between the national government (50 percent), rural councils (40 percent), and the villages adjacent to concessions (10 percent). Further, the Forestry Code provides the rural poor with opportunities to establish community forests for local use and exploitation. Efforts are also underway in Cameroon and the sub-region to increase local retention among the poor from local forest-based industries, such as timber, charcoal, bushmeat and other forest products.

EPE has been active in Central Africa, principally Cameroon, but also in the Democratic Republic of Congo (DRC) for several years, collaborating with local researchers to conduct policy research on the policies and practice that affect the allocation of forest-based public revenues, and the distribution of private profits and market shares of local forest products. EPE works with government, especially with policy NGOs, legislators and the parliament, to reform specific distribution policies and laws, and to strengthen implementation and enforcement. The project also invests in capacity-building and strengthening key actors and institutions, including policy analysts, independent public interest organizations, lawmakers, and, in Cameroon, a new caucus of green legislators.

Over the next 2-3 years, EPE-Central Africa will continue working in Cameroon and further develop the initiative in DRC. The project will include a stronger focus on the distribution of market shares and profits from local forest-based industries (to balance EPE work on benefit sharing for forest-based public revenues), and specific attention to indigenous forest people (not just forest-dependent communities, in general). EPE will continue to partner with NGOs and legislators, and expand its work with local authorities, including provincial legislatures in DRC. EPE-Central Africa will also engage more deeply with sub-regional institutions, instruments, initiatives and investments, including COMIFAC, CEFDHAC and its recognized regional networks.

GHG Protocol Senior Associate

The Greenhouse Gas Protocol at the World Resources Institute is looking for a Senior Associate to manage the development of new guidelines for supply chain and product lifecycle greenhouse gas accounting. The Senior Associate will serve as a project manager and work closely with the director and team members in overseeing the development and implementation of the new product life cycle and supply chain accounting standard.
The GHG Protocol (www.ghgprotocol.org) is the most widely used international accounting tool for government and business leaders to understand, quantify, and manage greenhouse gas emissions. The GHG Protocol, a decade-long partnership between the World Resources Institute and the World Business Council for Sustainable Development, works with businesses, governments, and environmental groups around the world to build a new generation of credible and effective programs for tackling climate change.
The new GHG Protocol product/supply chain guidelines will include both product-level life cycle accounting and corporate-level scope 3 accounting. The project is expected to pose both technical challenges—in developing guidelines on many technical accounting issues, building upon existing life cycle and GHG Protocol standards—as well as convening challenges, in building strategic partnerships and promoting synergies between relevant programs and initiatives, and in convening a broad, inclusive, international stakeholder process to develop the new standard.
The ideal candidate for this position will have extensive knowledge and familiarity with the GHG Protocol, greenhouse gas accounting, and life cycle assessment, as well as experience convening stakeholder groups.

Chief Operating Officer-EMBARQ

General context

EMBARQ - The World Resources Institute (WRI) Center for Sustainable Transport - acts as a catalyst for socially, financially, and environmentally sound solutions to the problems of urban mobility. Working with politically and financially empowered authorities at local and global levels, EMBARQ can dramatically reduce the costs, risk, time, and complexity required to diagnose key transport problems, and design and implement sustainable, “best practice” solutions.

Through the formation of public-private partnerships, EMBARQ has turned the attention of the private sector towards the needs of cities, their citizens, and their environment. EMBARQ has also proven that the design and implementation of sustainable urban transport strategies in the developing world can translate into economic opportunities for the forward-thinking business.

EMBARQ has been moving from a start-up to a going concern and has now commenced the process of scale-up to a size commensurate with the mission.

Job Dimensions

The COO is a new position within EMBARQ, created to contribute to the design and direction of the organization’s ambitious and innovative growth strategy. EMBARQ is presently operating in four major markets, Mexico, Brazil, Turkey and India, but is only at scale in Mexico and Brazil while India and Turkey are basically still at start-up. The incumbent’s experience in finance and business development will steer EMBARQ’s portfolio of opportunities - which cities, partners, projects, products, research, or investments we should pursue out of the myriad that are possible, in order to best ensure we meet our mission, at scale, in a financially sustainable way.

The COO reports to the EMBARQ director. He or she will serve as the managing director of EMBARQ, and will be the second in charge, representing, as needed, EMBARQ in WRI management team meetings, quarterly financial review sessions and related interactions with WRI senior management. He or she will participate in EMBARQ advisory board meetings and take the lead on preparing reports for the board.

The senior managers within EMBARQ will report to the COO, including the LA program director, the Asia & Europe program director, and the EMBARQ program manager.

EMBARQ’s annual budget in 2008 is $4 million, growing to $5 million or larger if the scale-up is achieved faster. A key motivation for opening this position is to try to achieve a faster scale-up of EMBARQ and its network.

EMBARQ core is comprised of 13 staff, based in Washington DC, with the exception of 3 who are based in Istanbul and 2 based, in India. The EMBARQ Network also includes two independent Centers for Sustainable Transport, which it established overseas: CTS-Mexico has 7 full-time staff and 11 part-time staff; CTS-Brazil has 7 full-time staff. While the centers are independent NGOs incorporated under their national laws, it is part of EMBARQ’s strategy to keep the centers well integrated with EMBARQ / WRI.

Job Purpose

In partnership with the EMBARQ Director, to design and execute the strategic and tactical (5 year) business plan for EMBARQ, with emphasis on growth, efficiency, portfolio management, innovation and delivery;

To ensure the smooth and efficient operation of EMBARQ and its network, delivering optimum performance from all its resources (coming from WRI, EMBARQ, the Centers and externally) to enable the organisation to deliver its strategic objectives most effectively;

To oversee EMBARQ’s work related to helping cities attract and structure finance for transport corridors and related urban land development.

Action by the US is critical to solving global climate change, particularly through:

taking rapid, economy-wide action to reduce US GHG emissions;

supporting measures to accelerate the deployment of clean technologies globally and the encouragement of sustainable growth;

enhancing the ability of developing countries to adapt to climate change;

forging and financing agreements on mechanisms for reducing deforestation and enabling adaptation; and

reducing tariff and non-tariff barriers to trade through international negotiations.

As climate legislation progresses in the US, and as the country prepares for a new president, new opportunities are emerging to expand the scope of US action.

The World Resources Institute is seeking a Senior Associate to join our Climate and Energy Program as a US Foreign Policy Specialist.
