 <title>People &amp; Ecosystems:  Conservation Finance Associate</title>

 <description>&lt;p&gt;The World Resources Institute (WRI) seeks a qualified candidate with experience and expertise in protecting forests, farmland, wetlands, and other critical ecosystems through innovative conservation finance programs. We seek a results-oriented, self-motivated individual with excellent analytical, writing, communication, and people-engagement skills for a full-time position within our People and Ecosystems Program (PEP). The position will initially focus on evaluating and scaling up conservation finance options for forests of the southern United States. The position falls under the auspices of Southern Forests for the Future (SFF), a three year project that began in 2009. Key activities for SFF in 2010 include:
•   Evaluate a portfolio of conservation finance options (existing and new) available to industrial and small scale forestland owners in the Southern United States to identify those with the greatest promise for conserving or encouraging sustainable management of the most acres at the lowest cost. The evaluation will consider payments for ecosystem services (e.g., carbon sequestration, watershed protection, recreation), ecosystem protection/restoration funds, trust funds, bonds, user fees, fiscal measures, cost-share programs, green mortgages, and others. Work with land trust organizations, private landowners, and other entities to adopt these incentives and; 
•   Help partners begin to pilot test these incentives and research ways to maximize uptake of the most promising ones by industrial and non-industrial forestland owners.&lt;/p&gt;

&lt;p&gt;As the project progresses, the Conservation Finance Associate will have the opportunity to contribute expertise to other PEP projects aimed at sustaining ecosystems and the services they provide.&lt;/p&gt;

&lt;p&gt;The Associate will be part of WRI’s Mainstreaming Ecosystem Services Initiative, which seeks to reduce ecosystem degradation by helping governments, businesses, and development agencies integrate ecosystem services into their policies, strategies, and investments.  The initiative’s strategy is two-fold:&lt;/p&gt;

&lt;p&gt;1)  Provide decision-makers with information and assessment tools that link ecosystem health with the attainment of economic and social goals; and&lt;/p&gt;

&lt;p&gt;2)  Develop new markets, economic incentives, and public policies that restore and sustain ecosystems.&lt;/p&gt;

However, major emerging economies, such as China and Brazil are increasingly influencing the landscape of international investments by providing funding for high impact projects in environmentally and socially sensitive sectors.  IFFE’s research, analysis and outreach strategies prompt MDBs and IFIs to more systematically incorporate environmental and social standards and climate change considerations into their mainstream lending practices.  IFFE seeks to ensure that leading IFIs contribute to global climate mitigation while continuing to apply strong environmental and social safeguard policies in each investment.&lt;/p&gt;

The program works to: 1) standardize energy and greenhouse gas (GHG) measurement and accounting in China; 2) develop a training program to help energy intensive industries to reduce energy use and GHG emissions; 3) remove policy barriers in the power sector to expanding public and private energy finance mechanisms; and 4) increase the use of successful energy efficiency models and practices in cities.&lt;/p&gt;

&lt;p&gt;WRI is seeking an experienced project manager (Associate) to help design and implement information infrastructure for GHG and energy accounting and reporting, and to promote the integration of GHG and energy considerations into policy and development decisions, particularly at the municipal level.&lt;/p&gt;

&lt;p&gt;The Associate will work closely with appropriate WRI and Institute for Sustainable Communities (ISC) staff in both China and the US, as well as with Chinese and international stakeholders and experts.  These may include representatives of various initiatives related to GHG accounting and municipal policy-making, as well as academic experts and municipal government representatives.  The Associate will engage these stakeholders in the development and adoption of GHG accounting methods for cities, and will promote the harmonization of accounting approaches in city, national, and corporate GHG inventories.&lt;/p&gt;

&lt;p&gt;REPORTING TO:       Director, WRI China Program &amp;amp; Director, Business Engagement on Climate and Technology (BECT)&lt;/p&gt;

&lt;p&gt;WRI is seeking an experienced Program Manager to help develop and direct programs to reduce greenhouse gases (GHGs) in the industrial sector in Guangdong and Jiangsu Provinces, by improving access to financing for energy efficiency projects and by developing resources for measuring emissions from the power sector. This program manager will also coordinate with the Regulatory Assistance Project as they work to develop the energy efficiency power plant model (EPP) as well as provide input to partner cities on their low-carbon action plans. These activities will enable a scale-up of financing for energy efficiency projects in the industrial sector, as well as of carbon accounting practices in the power sector, in Jiangsu and Guangdong.&lt;/p&gt;

&lt;p&gt;The manager will work closely with appropriate WRI and ISC staff in both China and the US. The manager will also work closely with stakeholders from the power sector, including the China Electricity Council, and the financial community, including international lending agencies such as ADB, local banks, grid companies and municipal governments. The manager will engage these stakeholders in the development of effective and scaleable tools for providing financing to industrial energy efficiency projects, and of GHG tools that are based on WRI’s GHG Protocol. The manager will also work with Chinese governmental agencies such as the National Development and Reform Commission (NDRC), government ministries, universities, and energy conservation research centers.&lt;/p&gt;

&lt;p&gt;Ideal candidates will have senior-level program management experience, strong backgrounds in finance, expertise in energy efficiency policy, and familiarity with GHG measurement and accounting protocols.&lt;/p&gt;

The 50-person Program currently works in fields such as renewable energy, U.S. federal and state climate policy, greenhouse gas accounting, carbon capture and storage, international emissions trading, the UNFCCC process, the relationship between forests and climate, and adaptation to climate change. The Program has a significant international focus, especially through partnerships in developing countries.&lt;/p&gt;

&lt;p&gt;The Deputy Director will play a key role in the Program&amp;#8217;s strategic development and should thrive on strategic thinking and coaching/guiding excellent research, analysis, and communications. S/he will take a lead role to ensure that CEP’s policy work is timely, relevant, and leads to real change on the ground. In close consultation with the CEP Director, the Deputy will:&lt;/p&gt;

However, most companies fail to make the connection between healthy ecosystems and their bottom lines.&lt;/p&gt;

&lt;p&gt;The Corporate Ecosystem Services Review (ESR) is a systematic methodology that helps managers develop strategies to manage their risks and opportunities arising their company’s dependencies and impacts on ecosystems. Since its launch is March, 2008, the Review has been used by an estimated 150-300 Fortune 500-caliber companies. All note the ESR’s ability to uncover new risks and opportunities. Over the next 18 months, the Research Analyst will assist the Business &amp;amp; Ecosystems Project:&lt;/p&gt;
