  • What Is Equity in the Context of Climate Negotiations?

    If you asked five different people what they think “equity” means, you’d probably get five different answers. Their personal experiences and opinions would be overlaid on their cultural perspectives. A philosopher might bring up Aristotle’s teachings on justice; an economist would likely talk about maximizing utility and efficiency. A Buddhist and a Muslim might frame their answers from different perspectives that are difficult to compare, just as the viewpoints would likely vary between people raised under different forms of government.

    So it’s no surprise that when climate negotiators from nearly 200 countries come together at the end of each year, they can’t agree on what exactly ‘equity’ means as applied to addressing climate change. To further complicate matters, the UN Framework Convention on Climate Change (UNFCCC) ties equity to “common but differentiated responsibilities and respective capabilities (CBDR-RC).”

    There are many legitimate views of what equity means in the context of the UNFCCC, reflecting sharp contrasts on how to share both the burdens and opportunities of the global transition to low-carbon development. Some countries emphasize “responsibilities,” usually explained as the historical responsibilities developed countries have because of the greenhouse gases they emitted in the process of growing economically. Other countries focus on “capabilities,” the capacity countries have now to deal with climate change, such as their financial and technological resources to reduce domestic emissions or support adaptation research and activities. Several options for “differentiation” have been suggested over the years, including historical responsibility, levels of economic development, and vulnerabilities and needs. The current approach to equity has become a tug-of-war between countries that are reluctant to make greater climate change action commitments without assurances that others will also act.

  • WRI and Mary Robinson Foundation Formally Launch the Climate Justice Dialogue

    On September 25, the World Resources Institute (WRI) and the Mary Robinson Foundation – Climate Justice (MRFCJ) signed a Memorandum of Understanding, formally launching the "Climate Justice Dialogue." This initiative aims to mobilize political will and creative thinking to shape an equitable and ambitious international climate agreement in 2015—one that ensures environmental integrity and protects the communities most vulnerable to climate change.

    It’s now a full 20 years since adoption of the United Nations Framework Convention on Climate Change (UNFCCC), which is designed to stabilize “greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system.” Despite important steps forward in Cancun and Durban, governments acknowledge that their combined efforts in reducing greenhouse gas emissions are insufficient to limit a global average temperature increase to 2°C.

    La primera reunión del Fondo de Clima Verde (GCF) se acerca rápidamente y dos de los grupos regionales—Asia-Pacífico y América Latina y el Caribe—todavía no han nominado a sus representantes para la Junta. El GCF fue desarrollado durante los dos últimos años, y ahora se espera que ofrezca financiamiento a gran escala para ayudar a afrontar los efectos del cambio climático en países en vía de desarrollo. Sin terminar las nominaciones, la Junta no puede lanzar “el principal fondo global de finanzas para afrontar cambio climático.”

  • Priorités pour le Fonds Vert pour le Climat en 2012

    Dans le cadre de la première réunion du Conseil du Fonds Vert pour le Climat (GCF) à venir, deux groupes régionaux – Asie/Pacifique et Amérique Latine/Caraïbes – devraient encore désigner leurs membres auprès du Conseil de Direction du GCF. Négocié au cours des deux dernières années, le GCF aura pour but de fournir aux pays en développement des financements substantiels en vue de lutter contre le changement climatique. La désignation de ces membres du Conseil de Direction est une condition essentielle au lancement opérationnel de ce Fonds « instrument central du financement sur les changements climatiques ».

  • Priorities for the Green Climate Fund in 2012

    With the first meeting of the Green Climate Fund (GCF) fast approaching, two regional groups – Asia-Pacific and Latin America and the Caribbean – have yet to nominate their Board members. Negotiated over the last two years, the GCF is expected to deliver large-scale finance to developing countries to address climate change. Without completing the nominations, though, the Board cannot begin the important task of making the “main global fund for climate change finance” operational.

    Earlier this year, WRI and Climate Analytics facilitated a meeting in New York City of representatives from prospective Board member countries and others involved in the Fund’s design (see summary note). Participants exchanged ideas and perspectives on the Board’s program of work for 2012 and priorities for its first meeting. In addition to the basic administrative arrangements – like selecting a host country and establishing a secretariat – the Board needs to do the following in 2012:

  • Paying a Premium for Climate Resilience

    What is the best way to protect vulnerable rural communities from the damaging impacts of climate change? Insurance could be an answer, but it raises a number of difficult questions.

    To illustrate, the New York Times recently ran a story, “Report Says a Crop Subsidy Cap Could Save Millions.” The piece discusses a new U.S. Government Accountability Office (GAO) report that investigated the costs and distributive effects of the federal insurance program that protects farmers against crop failure and low market prices. This is a costly program for the federal government – farmers pay only 38 percent of the premiums, and the rest is covered by federal subsidies. Payouts are skewed toward the largest farms, which may receive very large payments because there is no subsidy cap. The cost to U.S. taxpayers in 2011 was $7.3 billion.

  • Climate Justice: Creating Urgency and Safeguarding Rights

    The United Nations climate change convention is 20 years old this month. As we see from the just-completed climate talks in Bonn, Germany, we still haven't solved the problem, nor even agreed how to solve it. Meanwhile, the impacts of climate change become more apparent, hitting the poorest and most vulnerable the hardest.

    Within this statement lies a deep injustice: Those most affected by climate change did least to cause the problem. We need to put a human face on climate change. In the Bay of Bengal, in Bangladesh, sea-level rise, the increased incidence of cyclones, and higher temperatures are causing freshwater ponds to become salty. These are major challenges for families who rely on water for drinking, washing, irrigation and aquaculture. The impacts are so serious that they threaten the very ability of families -- who produce virtually no greenhouse gases -- to continue to live there.
