"Poland expects initially to host two large-scale demonstration facilities for CCS, sponsored by the commission. A pilot installation is under development in Belchatow, paid for in part with a 180 million euro ($245 million) subsidy from the E.U.'s 5 billion recovery action plan, with further E.U. fund applications for 1 billion euros pending." The government also proposes improved efficiency in generation, transmission, distribution and consumption, based on a system of "white certificates" that will reward energy savers. In addition, the ministry wants to encourage efficient co-generation technology, especially in smaller facilities with a capacity of less than 1 megawatt.

Carbon Capture and Storage (CCS) projects - TREN/C3 – EEPR – CCS All projects are expected to join the network of CCS demonstration projects which will be set up by the European Commission and share experience and non-proprietary knowledge obtained through the demonstration through this network. The large-scale, fossil fuel-powered plants, projects to be funded are expected to be the first in Europe equipped with CCS elements with CO2 capture overing at least 250 MW of installed capacity. Work should include the completion of a detailed engineering study (FEED study), as well as the construction/installation of the CCS equipment and CO2 infrastructure. It can also include a test phase of the CCS technologies at smaller scale pilot installations, as well as CO2 test injections in potential storage sites within an integrated project to build the large scale demonstration plant. The concept could either cover a newly built plant or the retrofitting of an existing plant with CCS.

Jefferson City -- The Missouri House has turned down City Utilities' request for legal liability limits on its carbon sequestration experiment at the Southwest Power Plant. The House on Wednesday voted 72-85 against an amendment to an environmental bill offered by Rep. Jim Viebrock to grant CU limited liabilities for potential accidents resulting from this technology to $2 million per site and $300,000 per individual. By early 2011, CU intends to inject food-grade carbon dioxide 2,000 feet under ground at the site of the existing coal-fired power plant
