Norway pledges EUR 140 million for carbon capture and storage in the EU

As part of Norway’s contribution to the EEA Financial Mechanisms, the Government will earmark EUR 140 million over five years for carbon capture and storage (CCS) projects in selected EU member states. This is part of the already allocated Norwegian contribution to the EU.

The North Sea’s potential for carbon capture storage (CCS) is the subject of a new bi-lateral study by the UK and Norway, as part of the ongoing drive to provide a route to the deployment of the technology in Europe. Meeting at the recent Climate Change and Technology conference in Bergen, ministers agreed to commission the investigation as well as raise the profile of CCS as a green technology worldwide.

The just-concluded legislative session also passed legislation regarding carbon sequestration and pore spaces that causes some concern for Skarphol. The legislation states the pore spaces below the surface where CO2 may be stored are owned by the surface owner

The draft agreement, drawn up by Holdren and Chandler late last year, has three main points: the US and China will use existing technologies to cut carbon emissions by 20 per cent by 2010; they will cooperate on new technologies including carbon capture and storage and better fuel efficiency in vehicles; and they will both join the global agreement in Copenhagen in December. North West Upgrading has a contractually related company, Enhance Energy Inc., where Mr. MacGregor is also the chairman. It would capture greenhouse gas from the upgrader and pipe it to oil fields in the Red Deer area of Central Alberta, where it would be injected into a reservoir owned by Fairborne Energy Ltd. to boost oil production.

Enhance is building a 250-kilometre pipeline between the Heartland area and the Red Deer area. Its goal is to eventually build a pipeline system to match greenhouse gas emitters with mature oil fields.

Enhanced oil recovery could yield an additional 1.1 billion barrels of oil from mature reservoirs in Southern Alberta and dispose of two billion tonnes of CO2, or the equivalent of permanently taking 2.6 million cars off the road, Mr. MacGregor said.

"We think this is going to be a really big-scale business," Mr. MacGregor said. "It will be the largest CCS project in the world."

Greenpeace USA volunteers learned Wednesday they can’t legally plant a protest billboard in a field set for spring planting or a future power plant. City officials, backed by law enforcement officers, forced members of Greenpeace, an international environmental activist group, to end the construction effort for a high-profile protest at the planned FutureGen site west of the city along Illinois 121 at Coles County Road 900 North.
